Site is located on Slovenian coast on southern side of the city of Capodistria. It is determined by two axes - one directed to promenade and to the medieval centre of the city, the other directed to lungo-mare along the coast to the southwest towards the next city - Isola. To the back on the southern side terrain changes to hills densely populated with housing. Project involves all existing potentials - excellent accessibility, vicinity of rich cultural heritage, direct access and views to the seaside, nearby dense population. Proposal creates one landmark building leaning to the hills behind while at the same time connecting the site with the city and the sea. Programme comprises a multifunctional community centre in the lower two floors (library, kindergarten, medical care, post office, shopping, gastronomy) and combination of serviced apartments and office programmes in the triangular tower. An important feature of composition is the bridge that traverses the highway beneath the building, providing a wide pathway from the hillside and Velum Building to the sea and old town. The composition of the structure is organic, the project finds its place in the environment spontaneously - lower two floors fill an existing gap in the terrain, triangular tower searches for an equilibrium between strong presence from the seaside and low impact for the housing at the back. Triangular shape is present throughout the composition, echoing the dynamism of the site and reflecting the converging energies of the hills and the sea.
